Yes, I also installed this yesterday...  Pretty cool.  It has a kind of old and clunky feel to it, but has some innovative features.  There's no support forum which is a huge drawback IMHO.  Looks like there's a (fairly inactive) Facebook page though.  The coolest thing, is that you can change the location of the data folder to a folder in your Dropbox folder and it'll tolerate sharing the file between two computers.  (Have to close and re-open Spartan to see the changes).

Looks like it might have developed from the old Classic Clipboard program, which at one time met my needs very well.  My wife still uses it.

I was not sure to post here, but I found some (not good) news about the clipboard that I use all time.

The site says:

M8 Software ceased trading on 23 Jun 2019

As some of you may know, M8 Software was a one man business. The proprietor was diagnosed with cancer some time ago and is no longer fit to manage the business. A new owner is being sought.

Best wishes to the author, quite helpful man.

Was the Classic Clipboard program freeware? The new o ne has limited uses.

There are 4 versions: free version, basic version, lite version and a standard version (some versions have a portable package too).
