Outlook has encountered the following serious error during the last run. Starting Outlook in safe mode will help you correct or isolate a startup problem to successfully start the program
Some functions in this mode can be disabled.

Click Yes, and again hangs
What could be the problem and how to solve it?

What version of Outlook and Exchange?  What version of Windows (Client and server)?

You might get better help going to the Outlook Help Center: https://support.office.com/en-us/outlook

Perhaps you'll find a product that will fix all your problems, and you can post back here about it.

In the meantime, without having any of the details, this page from Ablebits has a nice step by step procedure that walks you through many of the things you can do to get Outlook working.
