I found Dia to be pretty nice for such tasks. Inkscape also works well but is overkill in this case, I would think.

Ummm, the suggestions were pretty good wrt. the first image you posted - instead of editing your first post and upload a completely different kind of image, you should've added that image to a new post.

yeah the new image is not a flowchart but a graph of data -- completely different tool needed for that.

The current one is made by information is beautiful (http://www.informationisbeautiful.net/)
He may use other software along the way but the end product is presumably made by a vector graphics programme - I wouldnt be suprised if all that's used before that is a calculator (to scale the circles according to popularity). You're looking at top graphics there - that costs lots of time and talent, or lots of money.

I'm not trying to say you couldnt do this - I'm saying you could do this - but it will take time and creativity (or you could just copy other peoples ideas I guess)

From memory  TeeChart Office can produce bubble charts similar to the one shown. It's free so could be worth a look.

teechart office isnt really meant to be a serious graphing program -- it's a demo for a (pretty powerful) developer library for adding graphing to applications you build.

One *very* easy way to make something like that is with Microsoft Publisher. My licensed copy is 2003 and with that you select "Design Gallery", "Attention Getters", "Dot Attention Getter". The location on the page, color, size and text can all be easily changed. Hope that helps. Cheers

You could make something similar using word cloud software.

Here's one service for doing that:

You make a list of phrases and then use numbers to make relative sizes.  But there doesn't seem any way with this service to enclose the phrase in a shape (like a rectangle or circle).

Wordaizer is a brand new application from APP Helmond to create word clouds like Wordle does, but allows total freedom to tune almost every relevant aspect of the desired word cloud. The application is capable of making word clouds, but adds a very strong new features: masks to make your own word cloud shape. The shape of the mask becomes the blueprint of the shape of your word cloud.

Do you want to save, print or make very large word clouds?

The result from Wordaizer is a (bitmap) picture: it can be saved on harddisk, and printed. The paper size is (of course) adjustable, allowing the user to save up to A1 format (150 dpi print). I guess tools like prefuse or some flash data visualization software is used for this. Prefuse get you similar looks, and so with flash.
