Byte Essence Install Maker, which
purports to check the .NET Framework version (and presumably would offer to download a missing Framework). I haven't tested it yet; but if it does what it claims, it's just what I'm looking for: a freeware installer, no scripting learning curve, that would work well with my .NET apps.

here's something that may interest you, Mouser. An MSI bootstrapper that detects if .NET Framework is needed prior to program installation. It says it's licensed under the GPL.
