Audacity is usually mentioned for this purpose.

yeah audacity is probably the best option, however another good one is ocenaudio, this one has a much better interface than audacity.
another good one is Wavosaur, this is smaller 3mb~ the full editor.

Audacity is probably the best one with the lowest learning-curve...if you wanna go a bit more powerful (a lot more) then you could also try Reaper (they have a free version).

Ha yeah, it has a much steeper learning curve but once you get to grips with it then it becomes a pleasure to work with.  :D
