Desktop had NET 4.7.2 installed already -- are you sure it works with 4.7.2? (I dont know which prior NET versions were installed.)
but when I check via this:
reg query "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\NET Framework Setup\NDP"
it only lists up to version 4.0-tomos
gives:

(Control Panel &) Windows Updates show 4.7.2 NET to be installed:

The link you gave for the MS tool to test NET does not say it works with more recent versions of NET -- probalby does. (But not tonight for me.)
Dont worry about this Stephen unless you really want to get this working on 7.I will continue to test if you want. I was thinking I might be doing something stupid, but with the same problem on two machines... who knows
