Idea: if icon field is empty, delete IconResource=XXX.ico,0 from desktop.ini

1.3 - Added rebuild icon cache, added option to select what type icon index is used

The rebuild icon cache may or may not work. I tested on Windows 10 and it didn't work every time.

PS: c.gingerich's app uses the whole window for drag n drop and automatically detects where ico and folder should go, so it is more convinient on a touchscreen.

This version should work in the same way as well as mark the folder read-only instead of system.  This appears to be the way that Windows does it when you change a folder icon using the native method.

i just test it on windows 10 1809 64bit, skwire s works while c.gingerich not
PS: i have icon pack installed so i dont know how the original icons pack works
