I just downloaded you program and the floating tool bar is missing.
How do I find it?

If you right-click on the tray icon (bottom right corner of screen), the first item at the top of the menu should toggle the quick capture (floating tool) bar.
It's also the first item in the View menu of the main window.

Does that work?

I don't have a tray icon at the bottom right corner of the screen and it is not in the view menu at all.

What version of Screenshot Captor are you running? It will say in the about box of the program.
