Default border color

In the options under "Special effects options" there's a "Quick Borders" setting which seem to control what a border looks like when you hit CTRL-B.
But only the settings for the border width seem to have an effect, not color or style. I am trying to set a border in a different color than black, how can I do that?

The fact that the CTRL-B is named with a certain style in the menu ("Simple Border around image - inside") makes me wonder if I am looking in the right place for the quick border feature.
How can I invoke a border with the settings I made in the "'Quick Borders" preferences section?

border color is set in options in "Special Effects Options" tab.

Hm, the (absent) effect above is for CTRL-B and "Simple Border around image - inside".
When I choose the command below ("Simple Border around image - outside (resize)"), the color from the dialog is taken, but still not the style (which in fact wouldn't make sense, therefore my confusion)
