Looks to me like the 'not to' wins big time.
You're really scratching the barrel if you think conversation topic is a valid reason for a OS change  :-\

Got to agree with Fred on this one. The (purposeful?) dilemma of announcing Windows betas is that they freeze purchases. If you're running XP, there's no reason to bother with Vista. Just wait until Win7 arrives, and skip the upgrade or free upgrade step altogether.
