Sometime the text copied (usually from webpages) is not properly wordwrapped ..i.e. there is a paragraph break at the end of each line.
I a looking for a tool which converts such text into proper paragraphs.
Does anyone know of such a tool?

try eCleaner, originally for emails but might be useful in this case as well.

My own Clipboard Help+Spell and other clipboard tools can do these kinds of things, though they are overkill if you don't need a clipboard helper.
