FWIW I've run into the same issue on Win 10 Pro 64 but only intermittently. 'Save As' and then replace the original version was a work-around.

I tried the InDesign to PDF to Publisher method. It went quite well. I tried a document with 41 layers. That was perfectly usable. I had expected to lose some otf font attributes but they remained intact.

I see that. I'll play around with some files and see how that flies. A three-cornered process is quite a stumbling block for me though.

The trouble with subscription services is that when the subscription ends you have no software. Adobe Creative Suites were expensive but the software lasts until advances in the field become 'must haves' and overwhelm the lack of updates. Having subscribed to Photoshop I've now dropped it and returned to my CS6 version - no problem for me, so far.

I find that procrastinating leaves quite a lot of useful information in my brain about whatever it is that I'm "avoiding". What's really productive is working very hard on project B while putting off project A. When B is complete A is often more than ready to go.

Now that I think of it, that's quite a good rationale for laziness (I must try it on my wife... see if it flies)  ;D

Design would be dictated by items to be stored.

It's been suggested to me that daily shoes should be stored in open space not behind doors, in order to get good ventilation.
Either ventilate that section from below or give the top a slight overhang at the back and ventilate that section at the back.

And some foot designs I am considering:
FWIW, I'd prefer a matched kickplate, maybe .5" inset, taking the whole piece down to the floor on 3 sides. In which case feet would be concealed and can be simple blocks. I like the look and there'd be no dust bunnies.

It doesn't blend in quite as well as it did previously. That said, it's still a nice piece of work and will look quite different when it's filled.
