Color Folders in Outlook

I would like to be able to color the folders inside of Outlook similar to how programs like FolderHighlight allow you to change folder colors inside explorer.

I'm not much of an Outlook user but, from what I've researched, this capability only became available programmatically in Outlook 2010.  In other words, it's extremely doubtful this can be done in older versions of Outlook.  Furthermore, I couldn't find an Outlook 2010 add-in with this capability so it's possible this isn't a trivial thing to do even with the API access.
