After seeing the coders here, I know its not hard to code a Toggle utility with a Customized Global Hotkey which changes the power schemes.
When executed if HIGH PERFORMANCE is active then should change to Powersave and vice-versa

Try this:
PowerSchemeToggler
1) Unpack archive to a folder of your choice.
2) Run PowerSchemeToggler.exe and you'll be presented with a small interface
that will allow you to choose two profiles to toggle between. Click the
"Save and exit" button when done.
3) Run PowerSchemeToggler.exe with the -toggle parameter to toggle between
your chosen schemes.

Sorry Late Feedback due to no net connectivity, it doesn't show the names of Power Schemes but only GUID

I would assume you're running something other than XP? If so, please post the output of the following command and the OS you're running:
powercfg /list

Power Scheme GUID: 8c5e7fda-e8bf-4a96-9a85-a6e23a8c635c (High performance) *
Power Scheme GUID: a1841308-3541-4fab-bc81-f71556f20b4a (Power saver)
Edit: It seems it does nothing, I saved the GUID of Power Saver and High Perforamnce and created a shortcut in the same folder with -toggle params and executed afterwards but nothing changing.
I think Im making mistake somewhere.

I'm actually thinking of adding a TrayTip option that will give the user some feedback that a switch, indeed, did take place.

The only change I could see is now it shows Names of Power Schemes instead of GUID but it doesn't work.
created a shortcut in the same folder with -toggle but not working

After you run the app and select the schemes, does it create the config.ini in the same folder? If so, are the contents of it correct?

The Error was on my system and had to reset the power config options.
Thank you it has started working.
PowerCFG Reset file if you want (just change the .txt to .reg)

Fantastic. I was thinking of adding an option that would create a TrayTip on toggle just so you know it switched. Would you like something like that?

, please. v1.0.3.6. I added another tweak that I hope makes it work for you. Also, you may have to disable/enable the balloon tips for your system as demonstrated here:

I was able to make the balloon tips work under my main XP system as well as a Vista VM. Apologies for the trouble and thanks for your patience.
