The
CMMN
project is from Netherlands and aims to use community contribution to design a eco friendly car, whereby the entire design plans and specifications will be released under an open source license. The car is still being designed, but the idea is appealing.

From what I can read (and it's certainly interesting) they're not just aiming to create a car but a mobility concept including charge points and changing the way we use transport by 2050, with one million electric cars by 2020 as a milestone.
