How about we queue up all the Requestors (REQ) who want the Element of Interest (EoI); then the Current Holder (CH) sends the EoI to the first REQ.
In order to do that the CH contacts the first REQ from the Waiting Queue (WQ) by way of this forum's personal message (PM) system for exchanging routable postal addresses.
Then the CH packs up the EoI, applies proper postage to the package and sends it to the first REQ. The CH then ceases to be CH; only after receiving the package with the EoI inside will the first REQ become CH, vacating the post of the first REQ to the next REQ in the WQ.
The WQ is a simple FIFO queue, which means the REQs will state their interest of becoming CH of the EoI by posting a public message here.
