Looking help locating video program

[does anybody know the name of program that you can drag a movie file set capture sequence (every 1 sec to 5 min etc) I had a freeware program from germany but I got a new desktop and I lost the program during transfer.It was called image grabber but there is an image grabber here in the us and it's not  the same. I've downloaded countless frame and image capture programs from cnet, pcworld and brothersoft but they all seem to be to capture desktop image.I know nero used to have a snapshot file that you could run an entire dvd through it and it would take it and slice it into 1 second frames.I have a lot of home movies and relatives are always asking to slice em up and make 4x6 pictures. Thank You.

Another freeware alternative is Video Thumbnails Maker by Scorp.
