IDEA: Bandwidth limiter program

I would like to have a program that could limit bandwidth to certain programs, and that could be run and configured from the command-line. It would be useful for limiting download speeds during certain times of the day, for example to help manage multiple downloads from multiple programs. It's hard to give an example of its use, but I'm sure that it could be used somehow.

Could someone make a program that does this? Thanks!  :)

Hmm, netmeter seems good. Unfortunately, it's not free, and has too many bells and whistles. Thanks anyway thoguh :Thmbsup:.
