General Software Discussion / 'Windows Color and Appearance' Editor/Replacement

I was wondering if someoone would make an editor for .theme files that would edit the [Control Panel\Colors]
section.  'Windows Color and Appearance' was removed from Windows 10/8.

The .theme file below works in Windows 10/8/7/Vista/XP (not tested in Windows 8 or Vista).
