IDEA: Tiny Notes app for multi-user network folders

I have several users accessing the same mess of network folders that hold construction documents for printing. It would be great to have an application that could create a note file to be saved and left in the individual folders so others could see what is going on with the files there. Sort of a folder sticky note.
The application would be in the task tray, would be aware of the current folder open or most recently in focus, you could then type in a note about that project folder and the note would automatically add the time/date code as well as the user who saved it.

The saved file could be a simple xml file with a special extension like .not . Then, subsequent visits by other users could double click the file or the app could detect it and open it automatically. Other users then could append note data to the existing one and save back out.

Currently, we use a simple text file, but they have to search for it, edit it, and remember to add the time/date and their initials.
