General Software Discussion / EN Totally Offline?

From a thread here from last year I believe I know the answer to this, but just wanted to make sure. I just started using Evernote (EN) and it appears that, although you can set a notebook to be local (offline only), you cannot run EN totally offline. Is this correct?
