JGPaiva's GridMove and Ahk Tools / Looking for something specific, Thats not in GridMove

I've been looking for a grid program for a while, but after downloading GridMove i realized it wasn't what i was looking for.
   The specific features I'm looking for are.

• setting a custom x , y in tiles for the grid {divide the screen space by this creating the grid } ( x = 30 , y = 10 )
• the grid appears and is snapped to when i drag programs at all, unless I'm holding a specific hot-key (ALT)
• disables windows 7's default snap function

Any help would be appreciated, the reason i posted this here is just incase someone knows of a way to make this program function work like this.
