XAMPP isn't in PortableApps.com Format, but it easily integrates with the PortableApps.com Suite by using the XAMPP Launcher 1.4 and installing XAMPP in the root directory of your portable device (as recommended).

Last year, Vupen changed its vulnerability disclosure policies when it announced it would no longer report bugs to vendors -- as do many researchers -- but instead would reveal its work only to paying customers.

A little short sighted if you ask me. Sounds more like you are jumping on the MSFT bashing bandwagon to get readership (which I guess worked because I am commenting).
