It's not been abandoned it's just not got much work done on it lately.
But with windows 10 there have been some developments win winpcap and npcap, that make them still compatible but a bit confusing.
I know there are some posts here on the forum for how to make them work.

Try customizing some of the hotkeys in SC -- do they work?
The most likely culprit is another program grabbing those hotkeys.  For example Microsoft's OneDrive application is the most notorious one for grabbing PrtScr key without warning.

It was really fun to be involved in the feedback loop but my feedback to ayryq must have been very frustrating for him as my comments were like "make it sadder and also happier" or "Can you make the drums sound more like shh shshshts sksksksk".. :)
But somehow it kept getting better.
The only difficult thing for me was each new version had something new i liked and something from the previous one that i missed losing.. Too bad it wasn't a 10 minute song..

Ayryq might agree that the hardest part was getting it all to fit in EXACTLY 22 seconds with a suitably paced start and end...

My approach has generally been as follows: MS will force an update if it's a very important security update, so i don't worry about updating the minute a new update comes out.
After an update has been out for a week or so I assume any catastrophic kinks have been worked out and let it update.
If you have concerns, I think maybe addressing them by doing a full drive image backup regularly and before major updates is the best way to address that, and skip worrying about updates.

Again, I think of it this way -- of all the things that can go wrong on the pc, windows updates are at the very bottom of the list below a hardware failure and a virus.  Having a good backup system in place addresses everything at once.

22s is the ideal time from my perspective, since that's how long the video of the intro lasts and i don't think i want to go any longer in the future.
I can imagine in the future trying to aim for a shorter intro video like 15 seconds.  And I can tweak video length down a bit.  But for now 22 seconds.

But obviously none capture the emotional attachment I have to the Odd Couple theme, so I'd still love someone making a cover of that, or something inspired by it, that I could use.
Or just having some variety of music by friends that I could swap around would be fun..

It sounds like you did things right - edit ConfigDir.ini file to point to a different directory.  Make sure you remove the // characters at the start of the line saying its a comment line to ignore it.
Alternatively, as tomos says, the portable download starts out with a ConfigDir file that says to store in the current directory that you launch from.

In any event, the details don't matter all that much I think, freenode before - libera now; this sort of thing happens from time to time. The positive thing about all this is that it illustrates how resilient irc is to a single corporate entity controlling everything. Sponsors who run servers, can just as easily run their servers connected to a different network. Users with channels can just as easily chat on another network. If anything, the whole ordeal demonstrates how decentralization is nice; if this were discord or slack or something, you'd have to either live with the new management and their policies or have nothing.
