Okay, a solution for Windows 7 X64 which has worked for two machines:
Install KB3161608

Listed with direct links under "Alternative Fix (June 2016)"

Took a while on the older machine, but both machines found downloads and were able to successfully download and install (I didnt do all updates in one go FWIW)

Note:
my problem was not only very high CPU usage, but also inability to find *any* updates

A lot of time-lapses are too quick for my taste -- I find they end up being a bit jerky, feeling hurried with too little time spent on each scene.

This one got the balance perfect imo, [edit] along with wonderful photography and editing [/edit]

I have had the same problem on my laptop over the last few months.

I have also resorted to turning off windows updates - and the CPU activity became normal again.

so, are you not updating windows at all?

Two machines still wont update, even when I check manually.
As before, full core gets used by svchost.exe -- if I (can) stop windows update service, things settle back to normal.

(On my desktop, windows update takes 5 minutes of hogging one core before it will tell me what's available -- but at least it works.)

Is there any other way to check for (windows) updates?

Yes, this is a problem, and will become even more of one as monitor resolution increases.

In SC & CHS, there are already problems with system fonts @125% on a FHD 15.6" laptop screen:
  • SC has cropped fonts above the image panel, and I have major difficulty reading preferences
  • CHS has same or smaller text in options, text in main window (clips, tree) is slightly larger and clearer -- but still not the size it should be with fonts @ 125%

@eleman,
1) I know I *hate* to lose even 15 mins of work, so I would think about the amount of work-time that you could live with losing, and make sure your work gets saved somewhere within every x amount of minutes.

2) Is the battery easily removed? Consider getting a second one?

3) Look at the software on the machine, and what uses up the most CPU and/or RAM -- see can you stop/uninstall some of that.

no, Screenshot Captor / SC does not do OCR.

In case you do find something with good OCR, you can open files in an external editor from SC (see Tools menu).
(There are a couple of good threads on OCR here, PDFXchange is recommended a couple of places here on dc.)

It doesn't fix anything, it only (potentially) swaps stuff out to your pagefile - before it's necessary to do so. Which means you'll get a disk hit, and another disk hit when that stuff needs to be paged back in.

I would have considered it otherwise, although the main culprit is still flash video, plugin container, when streaming video

Not at all :-)
I probably have an average of 30 tabs open. My version of RSS is Session-Manager: when the saved session becomes too big, I start fresh with an empty window... (I do save the odd session with a name, or bookmark/save-to-PIM the odd page.)
Works fine mostly.
