I can understand what you mean. It must be very anoying.
Even though I can't present a solution for your problem, I suggest you check out my own DialogMove (discussed here). Instead of moving the mouse, it moves the dialog box that pops up.
If DialogMove fits you, I may add that delay to it (because with DialogMove, I control the window movement, thus I can disable the mouse button at just the right moment.)

I usually just use the Combined Community Codec Pack, which includes codes and VobSub, which loads the srt files automatically.

Rui: the solution you mentioned will most likely not work with this specific situation because that's for the http connections to the trackers (which can be done through netcabo), and not for the connection to the other peers (which is the one blocked by netcabo).

ps: the solution mentioned in the end of the article (VPN) is very similar to the proxy solution I mentioned, it should work perfectly. Too bad it's not free, though
