Feature request: INCLUDE, LIB, CLASSPATH, and PATHEXT

As a developer, I occasionally need to modify environment variables INCLUDE, LIB, CLASSPATH, and PATHEXT, which are all structured the same as PATH -- multiple components separated by semicolons.
