I *think* the joke is that the computer engineer suggests the nonsensical idea that amounts to basically just "try it again", must like if your computer crashes, you just try rebooting it and hope it starts working. 

However my personal experience tells me the computer engineer's solution is by far the best:
1) it only takes a minute to try it, and if it works you've saved yourself a ton of time and effort vs the other suggestions.
2) let's face it, sometimes when you "try it again" it works..  the world is a mysterious place.

you probably uninstalled it while it was still running in the system tray, which prevented it from completely uninstalling.
solutions:

1) you could do the old trick of re-installing and then re-uninstalling. (just make sure its not running in tray when you uninstall).
or
2) just delete the C:\Program Files\ScreenshotCaptor directory

the good news is that at least the world is not totally insane.

the bad news is that this method of downloading a file is not very useful, because it doesnt allow url snooper to spy on the network traffic which is what you really need to do to get most sneaky urls.

ok i think that ip network is a clue that something is wrong.
the thing that is confusing me so much is how it can be seeing packets but not urls.
im going to re-enable a debug mode version and see if by looking at packets we can figure out what is going wrong.

question:
if you type http://www.c-span.org in the "Manual Scan a URL" box and hit "Download" button, does it then find some resulting urls?

The reason i told you to go to sites youve never been to is that it's possible your browser could be cacheing results and thus not actually fetching them from the internet, which url snooper requires.

Your long essay on networking is appropriate -- as you say it's hard to know with the cable modems these days if traffic from other users is passing by you and exciting url snooper :)

Latest update adds a bunch of stuff, but most importantly perhaps is a bug was fixed that could cause the display of the window to be a bit slow when restoring from the tray.  The first time FARR displays it wont be faster, but subsequent displays should be.  Thanks to Ravi who emailed me and convinced me of this bug's existence.

ps. Plugin SDK should be released later this week.

1) there are some good youtube download addone for firefox so that if your desire is to record youtube you might try one of those.

2) as for filter keywords -- these are only used to REDUCE the # of urls shown, so leave that blank always, unless you get too many urls shown.

3) im not understanding your think abour commandline $url stuff.

your comment here troubles me:
toggled off "only this computer" (packets stop if I turn this on)

are you on a network? i wonder if somehow its scanning packets from your network other computers and not yours.
how about try checking that option even if it looks like packets stop, but then click sniff and go to www.c-span.org, and hold ctrl+shift while you hit the refresh button in your browser, or just go visit some other random sites, and see if the packet counter at the bottom statusbar ever increases.

the thing is, if its sniffing so many packets and you go to a site like c-span, then it's near impossible that it wouldnt be finding stuff...
unless perhaps you have something specified in the "Keyword Filter" box, which would prevent it from matching most urls.

go to advanced mode, then in the protocol drop down box select "Show All" and in the Keyword Filter box make sure it's empty, then make sure you are sniffing and open your browser to www.c-span.org and see what urls it shows.

damn it.
do you know how to reproduce it reliably? ie. can you cause it to happen consistently after exiting the program and restarting it?  the problem is it's so hard for me to find the problem because i can't get it to happen for me.  but if you can reliably reproduce it even after installing a new version, then you are like my golden goose and i will try to send you some test versions..
