I had the same problem on my 64-bits Win 7 when I started using Wondershare Player; Windows would put up an error message saying "this program cannot launch because gdiplus.dll is missing, please re-install". I didn't understand the problem because there already was a copy of GDI+ on my pc, and a sfc /scannow didn't change anything, so what was I to do? After some arguing with Wondershare, the support guy offered me a copy of GDI+, and I grabbed and placed it in Wondershare Player's folder: Voilà! The problem was gone!

I think you first need to tell if you have "standard installed" it, or if you "placed" it for portable use?

How did you get hold of 8.1 to begin with? I thought one had to have a Microsoft account to obtain the upgrade.

The brand new Nitro 9 is available (to some) for download - the homepage is still about version 8 only. I installed the new version and was sad to notice the pdf files immediately changing icon. Hmm.. the installer did not ask me anything!

Today I am a fan of mp3tag, the program, it has tagged more than 100.000 audio files of mine :-) However, I am not a fan of their donation system; I haven't received any confirmations. Did they ever get the money? I don't know, so I stopped donating!

Use LibreOffice to create a document, and keep it open, then copy from whatever other document, and paste into that document.
