Speaking of command line.. do you (or anyone reading) know of a utility similar to Windows Run-Command?

Do you mean something like 4dos?  I never used it but it sounded like it could be good stuff, many people raved about it for years. Looks like it has gone freeware, although I haven't dug into the site.  I'm sure there are other DCers who can comment on it.

Or can you be more specific about what you have in mind?

You could make the file "hidden" which would either gray it out or hide it, depending on your setting for showing hidden files.

Or you could compress it, which would color the entry blue in standard file mangler (er- manager, I meant).

You could try to pull the relevant "responsible" entities by IP and/or domain and send a report to the abuse address, but my experience is that nothing will happen. So it really depends on how valuable you rate your time and how annoyed you get.

And that they don't have any idea that they are doing it?

Entirely possible, either through an infection on the attacker's box or through trying out a new malware construction set and turning it loose.

Could this not be accomplished using a virtual machine?
Virtual machine is definitely the way to go. I used a VM to document how to build an NT4 domain controller for a remote location that had no real techs; once it was up I could connect and do the rest of what was needed, but they had to get the DC part right during the build.
