how to easily shuffle around parts of an image

Hi,

does any of you guys know a web app, Android app or Windows program that can shuffle around parts of an image - like with puzzle pieces, but just squares - in an easy way? Customizable, if possible.

While an app like Pixelot pixelates an image, I'm looking for something to move the parts of an image around while maintaining all the content.

Can you elaborate on what you want to do with the result? Do you actually want to make it like a puzzle? What's the motivation for this?

Thank you. Those seem to actually split up the files though... I want to have just one image as a result: same size as before, but with the content shuffled around.

Can you elaborate on what you want to do with the result? Do you actually want to make it like a puzzle? What's the motivation for this?
Can't elaborate on that in detail. I don't want an actual puzzle, but that comes closest when describing the process and end result.

You mean like a slide puzzle, but with none of the pieces removed?

I found this game called FloTiles, that might do what you want, but I suppose you may have to make a screenshot of the resulting puzzle, to be able to keep it as a new image file.

Yes, something like that would work, if the "tile" size would be a lot smaller/customizable.

And yes, it requires Windows 8.1 - which I don't have...
