What types of certain events are you referring to?

File creation and file modification mainly.

Does anyone know of a program that can monitor one or more folders and execute a program from the command line when certain events occur? The closest thing I've found is a program called Watch-4-Folder, but there's no way to pass the file to the command as a parameter which is something I need. Surely something like this exists (for free). Does anyone know of such a thing?
