If I understand correctly what you are looking for, I can recommend "ConversionSVG" converts SVG files in series (directory an sub-directory) and individually to PNG, the version 0.8.0.0 works better than version 1.0, is an old program "java" does not work on all Windows versions, is a "Inkscape-front-backend" and Inkscape is still necessary.
If you only to process an image you can also use the GIMP "svg-plugin".

WMF, "as opposed to SVG and PNG image" does not allow transparency, even EMF (Enhanced Windows Metafile), WMF is a very old format, later to convert to emf, gif, pds, tif or jpg etc... "in series", you can use IrfanView (conversion in series), or XNconvert.

Inkscape is a great program like the GIMP! Ciao!
