[SOLVED] Best free platform or desktop to learn English

[Contro]

I know there is an english dictionary in DC, or even Interfaith explorer recommended to learn to. Not only english, there are a lot of languages.

But I would like a free dedicated platform on line, or a offline desktop free program .

Do you know anyone ?

I'd say duolingo is one of the better ones available for free.
