A wireless camera is mounted on a tiltable stand on an R/C plane.
The video is fed to a VR headset, that also control the camera motion.

That's awesome! What a great home-build. It wasn't totally clear if the guy uses this *while* he's flying, or if he has someone else fly. It seems like it would work equally well for either though. Great stuff.
