I deeply like JpegView. It's simple, fast, and in my PC the colors appear fresh, as if they were slightly damp.
All that in a program 2 mb large.

cmpm:
Been using Xnview after I tried to use the windows live photo thing.
Live worked for a short time but when I needed it, it did not perform.
