Unable to move bar

When I toggle docking and move the bar it moves back to the top when turning docking back on.

Move it to the side until it locks in and docks.

I was finally able to get it to dock to the bottom.  I ended up uninstalling, removed all the settings, and recreated the dock from scratch.  It only had 16 items so it was not much of a job.

..had this problem too, it's if you have set 'Border' to 'No Border'. Set it to 'Thin Border', close the 'Options Menu' then 'toggle docking' and move the bar, then set it back to 'No Border'.
