If you use MS Office, and specifically Outlook for email, then the image tools that come with that are pretty good.  Otherwise, Google's Picasa 2 does a good job (though it consistently crashes my machine).  I use FastStone Image Viewer, which is free and good for so many reasons.

Have a look at the WindowsXP Power Tools in downloads section at Microsoft.com There is a resize tool there which adds a right click to the explorer menu which lets you resize one or more images - you can select whether to replace the original or output them to another file/folder.

might be nice to have a drag and drop program for doing this really quickly - drag files into one half of the window.  drag them out to another program and the program will automatically recompress them in tiny size for destination program, without ever modifying the original.

Shrink Pic is free, fast, and automatic. If you don't need to tweak or see previews, this may be all you need to quickly email photos at appropriately reduced file sizes.

You might try Resize, freeware by Peter Bone


Resize allows you to resize images. Reduction is done by pixel averaging, which gives much better quality than sub-sampling. The program allows you to resize a batch of images and also convert to JPEG. This is useful for creating thumbnails for web pages or resizing the frames for animated gifs.

The resizing algorithm produces high quality images because it uses all available information from the source image. Most other image resizing software only use a small amount of information from the source image.
