IDEA:Advertise when Start is loaded

IDEA: I want ,if possible, a little tool for advertise whith some bips when the

start programs are totally loaded and the system is quiet whith the cpu run to zero

%(4-6seg)during.(I'm sorry for my poor english language).Thanks.
