What about the standard Win10 toolbars?
Right-click on the taskbar, open Toolbars and select Desktop (like I did), or add a new toolbar, pointing to a folder where you create links to your files/applications as desired. Multiple toolbars can be defined.

The advantage of TrueLaunchBar (shareware) is that the menu pops out on mouse-hover, where the Windows toolbars need a mouse-click to open.

Well, it's not exactly the same, but you could have a look at 7+ Taskbar Tweaker

7 Stacks was last updated in 2011, so I have my doubts it will ever be updated again...

You should be able to drag the right side of the setting panel to the left with the mouse:

(The drag handle moved a bit to the right when taking the screenshot...)
Just move the mouse over the separating line in the middle until it changes into a left-right drag handle, then click and drag to the left, (that might take some precision-mousing on your high-res monitor though :tellme:)

You can try several things:
  • Turn off check for update option in settings
  • Update your graphical drivers
  • Consider using a different editor

Have you tried playing with the Compatibility/High DPI settings per application? It's in the <Right-Click-icon>/Properties pages of the application.

And some applications support Ctrl-scroll-wheel-scrolling for scaling only their window/font.
