CPU Usage shoots up to 100% !?!

The CPU temp is 95, so I don't think it's that.  It will run pretty good sometimes and then other times it runs slow.  Do you think that it could possibly be the harddive?  Because my harddrive seems to be humming really loud.

What's the best way to test the motherboard to check and see if it's bad?

There is a system idle process that runs about 80 to 90% of my CPU almost all the time.

Do you mean 95°C? That seems not ok to me. My CPU has 28°C on idle and 52°C on ramming speed. Btw, an idle process with 90% is ok. The idle process colltects the time the cpu is idle.
