Mouse hover hints on main window not working

^  There's a portable version of SC -- you could test that on the same machine (don't know if it starts with windows by default -- I think not, but probably best to check settings)

Your suggestion about the portable version reminded me that I was running the portable version so I installed the regular version.  I'm sorry to report that it made no difference in the mouseover behavior.

Figured it out!  I use a launch bar program to keep my favorite programs quickly available and when it is not running the mouse hints work on SSC.  I've been using that same launch bar program for many years, probably about 10 years now, and it never caused anything like this before.  Anyway, now I know what's going on and it's not a SSC problem.  Thanks to everyone for helping.
