That looks like Chameleon Startup Manager - not quite the same thing as ad hoc launchers?

It's hardly little-known any more, but the best dialog box extender that I've seen is Listary. I particularly like its ability to integrate with many file managers, so I can steer a dialog box to whatever folder I'm looking at in my file manager. There's a portable version.

My most-used launcher is Horst Schaeffer's PopSel, and occasionally his Qsel. They're both portable, with Automatic drive letter handling on USB Flash Drives

add:i recognize it when i see its screenshot, i used to find circledock alternative then got this result. but the eset just stops me to download it. anyway, any application launcher always welcome :D

Keyirinha - dat is a Brazilian drink/cocktail, which has gotten me several times into trouble. In a similar fashion as shots of tequila... :P
