Menu bar stuck on right, not top

I can't seem to get the menu bar to the top. After reinstalling a newer version, and wiping settings, it's still on the right.

You should be able to drag a blank part of it back to the top.
If you can't do that, you can exit and edit the ScreenshotCaptor.ini file and delete a line that should restore it -- i'll tell you how to do that if you can't get the drag to work.
