Have you tried to take ownership of the C:\windows\system32 folder? You may have a permissions error. Also, try to make sure the file in question is not set in read-only mode.

Is this your computer, or a work computer? Are you on an ADMIN account, or a user account?

Yes, I took the ownership, the file is not set to read only mode, and this is my personal computer on an admin account. But still can't figure out the main problem .. could the problem be that I'm using a new version of .net ?
