Assuming you mean this clipboard program https://www.donationcoder.com/forum/index.php?topic=2866.msg19360 you can just copy the files in the CLCL folder, you don't need to install it as such. The important files are the INI and history.dat file(s). So copy your current CLCL folder and just copy it to a new machine or location - its a portable application as described here https://www.portablefreeware.com/index.php?id=469
