My main file manager is Altap Salamander so I use the built-in move/copy manager it has.  I very rarely use regular Windows Explorer.

you should not configure the TXT, but the INI file. It is best to do that from inside the program via the user's graphic interface:

Are you using 1.0.0 from "here", or 1.0.1 from his blog, https://dual-copy.blogspot.com/p/download.html Just maybe they behave differently on this?

Tested in 1.0.1 with chinese characters in Teracopy Path and Favorites paths and working OK.
Check if your Text Editor save the Dualcopy.ini and Fav.txt in UTF-8 format.
