A very nice implementation - mouseover a city to show it's current time:

Intelligent Time Zone display (online or local)

oddly, it's almost three minutes out by my clock here, which I'm just after syncing with time.nist.gov

Nirsoft just released TimeZonesView:  http://www.nirsoft.net/utils/time_zones_view.html

Does that do what you want?

that's another very good one -- it does do what I want:
when someone says/writes that xyz is at 9:30, say, Eastern Time, or Pacific Standard Time, I can sort by timezone and see what time they are now.
Thanks Skwire

EDIT//
which I probably didnt well explain in OP:

* most times are given as a being in a particular timezone
* most 'time' websites offer the time in such-and-such a city (with no description of the actual timezone)So TimeZonesView hits the spot
