OPLIMIT & ocrawr32.exe removal problem

On my hand-me-down pc, I just discovered an apparently old and no longer needed program in C:/OPLIMIT called ocrawr32.exe.
It appears to be related to a scanner, and I have no such scanner.
It doesn't even show in Add/Remove Programs.
It runs on Startup, and using msconfig to uncheck it in START fails to stop it from starting and gives me an error mssg to do it in administrator mode, which I thought I was already in as sole user.
Attempts to rename the folder from [OPLIMIT] to [OPLIMIT - DISABLED] fail because it is a running process.
Attempts to remove it with MoveOnBoot also fail.
I am reluctant to use downloadable OPLIMIT removal tools, because I could unwittingly download a malicious trojan masquerading as a legit tool.
Should I try booting in SafeMode and manually deleting the OPLIMIT folder (followed by a registry checker scan for cleanup)?

Use Sysinternals Autoruns to kill the load line, then just delete it.

Which version of Windows are you running?  On my Windows 8.0 there is a StartUp tab in Task Manager where you can disable start on boot/login.  Once you have autostart disabled try logging off, then back on.  It may not work with a low level semi-driver software.  But it is worth a try.  If it is no longer running after the login, you should be able to use an uninstaller like Revo.  If the log off, then back on does not work then you may have to reboot.  Last resort may be to use a WinPE boot USB flash drive. I have made one with this free tool and it booted fine.  My only disappointment was it did not enable WiFi.  But it is fine for using a graphical file manager to delete/copy/move files on your HD.  If you have a Windows with GPT formatted disks you may have to turn off Secure Boot temporarily to boot from the USB drive.

Before doing a Registry Clean I would recommend using Registry Backup freeware.  It uses the Volume Shadow Service which lets it back up all registry hives even though the system is in use.  A nice utility. Note that you need to boot in Safe Mode to restore a backed up registry set.
