blogcpp: Static blogging in C++17

Curious, I did a search, trying to see "why C++17"? but the most authoritative reference seemed to be from the DSDA (German Software Development Association): https://www.youtube.com/watch?v=ND-TuW0KIgg

Whether one agrees with him or not, I suspect that the guy probably makes some valid points.

Anyway, it's rather "why anything else?" than "why C++?" for me.

* Read a blog post (German) which asks for a good static blog generator with dynamic permalink support.
* Announce blogcpp in its comments section.
* Make permalinks configurable.

In case someone wonders: Version 4 is still due to be released. Given that the current list of changes is already rather long(ish), I might break the roadmap again and move article series and search integration to a later version.
I fixed an embarrassing bug a couple of hours ago and I feel like I should bury that in a new release soon.  :-[
